The Jinan Municipal Bureau of Big Data and Huawei Technologies Co., Ltd. signed a landmark cooperation agreement on September 2 to deepen collaboration in the field of artificial intelligence (AI). The signing ceremony was witnessed by Liu Qiang, Secretary of the Jinan Municipal Party Committee, and Zhang Xihui, Vice President of Huawei and President of its Computing Product Line.
The agreement underscores Jinan’s ambition to accelerate its digital transformation and strengthen its position as a leading hub for AI innovation in China. Alongside the Jinan Big Data Bureau, Jinan City Investment Group, China Mobile Shandong’s Jinan branch, and Huawei also signed cooperation agreements. In addition, Jinan City Investment Group entered into strategic partnerships with iSoftStone Information Technology Group, Beijing Dianzi Shuzi Technology Co., Ltd., Beijing SiliconFlow Technology Co., Ltd., and Beijing Ascend AI Innovation Co., Ltd.
This milestone builds on years of collaboration between Jinan and Huawei. Since the two sides signed a comprehensive strategic cooperation framework agreement in 2019, multiple innovation centers have been established, including the Kunpeng + Ascend Innovation Center, Huawei (Jinan) AI Innovation Center, and Huawei (Jinan) Software Development Cloud Innovation Center. In 2024, Jinan launched its AI Computing Center, a provincial-level infrastructure project powered by Huawei’s Atlas 900 supercomputing cluster. With a first-phase capacity of 100P, the center now provides shared computing resources to support industries such as biomedicine and next-generation information technology.
The new agreements highlight a shared commitment to expanding AI applications, advancing computing power industries, and fostering digital ecosystems. Secretary Liu emphasized that Huawei’s strengthened presence in Jinan will help attract further investment and unlock new opportunities for industrial upgrading.
Jinan has already laid a solid foundation for AI growth. The city operates 40 data centers and 54,000 5G base stations, with a total computing power of 4,500P, ranking among the top nationwide. It boasts the world’s first quantum communication private network and leads globally in AI server production. The city’s digital economy core industries now exceed RMB 600 billion in scale, supported by innovative application scenarios across government, industry, and public services.
In recent years, Jinan has also been recognized as a national pilot zone for AI innovation applications, a new-generation AI innovation and development trial zone, and a national demonstration city for industrial internet development. As of 2025, the city hosts 473 AI enterprises, with rapid growth in sectors including intelligent manufacturing, smart healthcare, and digital governance.
The cooperation with Huawei is expected to accelerate Jinan’s “AI Quancheng” initiative, enabling the city to integrate AI into diverse sectors and enhance its role as a model for digital transformation. By strengthening both infrastructure and application development, Jinan aims to ensure that AI not only serves as a tool but evolves into an essential partner in driving social and economic progress.
As Jinan continues to embrace the digital era, its deepened collaboration with Huawei is set to inject new momentum into the city’s modernization, offering powerful support for its vision of becoming a “strong, innovative, prosperous, beautiful, and high-quality” modern provincial capital.
