Jinan has officially launched the 2025 “Hundred Cities, Thousand Parks” initiative to accelerate industrial internet integration across its industrial parks. The program, inaugurated on September 3 in Jinan High-tech Zone, is guided by the Shandong Provincial Department of Industry and Information Technology and the Shandong Communications Administration, and hosted by the Jinan Municipal Bureau of Industry and Information Technology. It is jointly organized by the High-tech Zone Administrative Committee and the SME Digital Transformation Promotion Center.
Officials highlighted Jinan’s leading role in advancing industrial internet development. According to Wei Wei, Director of the Industrial Internet Division of Shandong’s Department of Industry and Information Technology, Shandong has built a comprehensive “network, platform, and security” system that has significantly boosted digital transformation across manufacturing. He encouraged Jinan to leverage its industrial clusters and seize opportunities in policy innovation, open application scenarios, and resource allocation to drive high-quality development.
Yuan Hui, Deputy Director of the Jinan Municipal Bureau of Industry and Information Technology, noted that Jinan has built more than 57,000 5G base stations, ranking first in the province, and developed 11 national-level industrial internet identifier nodes, seven national-level specialty platforms, and over 80 provincial-level platforms. The city has also cultivated 14 provincial-level “Industrial Brains,” 310 “Morning Star Factories,” and 29 provincial-level digital transformation pilot projects—again topping the province in all categories.
In Jinan High-tech Zone, efforts are underway to establish a provincial-leading model for intelligent transformation and digital upgrading. Twenty platforms have passed the 2025 provincial review, while Inspur Yunzhou has been recognized by the Ministry of Industry and Information Technology for six consecutive years as a cross-industry, cross-domain industrial internet platform.
The SME Digital Transformation Promotion Center has also played a key role, providing diagnostic assessments to 15,000 SMEs, training services for nearly 3,000 firms, and serving over 17,000 enterprises in total. At the launch event, keynote speeches focused on enterprise digital upgrading and AI-driven transformation, while companies such as Inspur Yunkang and Shandong Wanteng Digital Technology showcased practical case studies.
Participants also toured the SME Digital Transformation Promotion Center, experiencing its “one-stop” service model, which integrates assessment, scenario demonstrations, training, solution recommendations, and resource support.
The initiative coincides with Jinan’s broader digital economy push. The city has been actively promoting data asset recognition and inclusion in corporate balance sheets. To date, over 40 enterprises—including Inspur Aolin, Tianyuan Big Data, and Shuangze Information—have registered data assets worth more than 53 million yuan. Four major enterprises, including Shandong Hi-Speed Group and Jinan Energy, have also achieved data asset-backed financing totaling 75 million yuan. Jinan’s Big Data Bureau has supported these efforts with policy incentives, training, and funding, including the issuance of “data vouchers” to lower entry costs for enterprises.
Furthermore, the Jinan Municipal Bureau of Industry and Information Technology recently announced that Qilu Software Park and Huaiyin Economic Development Zone were selected as industrial internet parks for 2025, further strengthening the city’s industrial ecosystem.
With these initiatives, Jinan is positioning itself at the forefront of industrial internet innovation in China. By integrating advanced technologies such as artificial intelligence and data asset management, the city aims to accelerate digital transformation, enhance competitiveness, and build a nationally leading demonstration hub for industrial internet development.
