On September 2, Jinan City Investment Group Co., Ltd. (Jinan City Investment) and iSoftStone Information Technology (Group) Co., Ltd. (iSoftStone) signed a strategic cooperation agreement to advance the city’s ambitions in artificial intelligence (AI), computing power infrastructure, and digital economy development.
The partnership will be spearheaded by iSoftStone’s subsidiary, iSoftStone Huafang, an all-scenario intelligent computing products and services provider. Leveraging its FunAI³ strategic framework—Intelligent Computing Foundation, Intelligent Ecosystem, and Intelligent Industry Deepening—iSoftStone Huafang will drive the integration of AI and computing power services into Jinan’s regional economy.
As part of the agreement, iSoftStone will help Jinan build a city- and province-level integrated computing power scheduling platform. This platform will enable efficient resource allocation, intelligent scheduling, and value circulation, thereby creating an inclusive, high-quality computing service system for local AI innovators and accelerating the formation of industrial innovation clusters.
Looking ahead, iSoftStone plans to establish a high-standard data labeling base in Jinan to support AI model training, and co-develop a “Digital Technology Industry Academy” to strengthen the integration of industry and education. These initiatives are expected to provide sustained momentum for industrial digitalization and cultivate a new generation of highly skilled digital talent in the region.
The signing ceremony was attended by Liu Qiang, Secretary of the CPC Jinan Municipal Committee, who met with Han Zhimin, Executive Vice President of iSoftStone and President of its Computing Products and Intelligent Electronics Business. Jinan City Investment General Manager Sun Mingda and iSoftStone Vice President and Northern China President Zhu Jianxiang signed the agreement on behalf of both parties. Zhang Xiwei, Vice President of Huawei Technologies Co., Ltd. and President of its Computing Product Line, also joined the discussions and witnessed the signing.
This partnership represents a major step in Jinan’s plan to build a digital center city along the Yellow River and establish itself as a national hub for artificial intelligence. It also marks a milestone for iSoftStone Huafang’s expansion in Northern China, underscoring iSoftStone’s leading role in building China’s AI and intelligent computing infrastructure.
The collaboration builds on earlier cooperation between Jinan and iSoftStone. In September 2024, Jinan’s Future Industry Development Co., Ltd. signed a comprehensive cooperation agreement with iSoftStone, covering computing products, digital infrastructure, AI, and smart parks. Later that year, iSoftStone won the bid for Shandong Future Cloud Valley Smart Park, a landmark project in the province’s integrated AI and next-generation network development.
The latest agreement further cements iSoftStone’s commitment to aligning with national strategies such as Digital China and East-to-West Computing Resource Transfer. With iSoftStone’s Northern Headquarters now operational, both sides aim to jointly build an ecosystem integrating AI R&D, computing infrastructure, industrial applications, and talent training—empowering Jinan’s digital economy to enter a new stage of intelligent, large-scale, and high-quality growth.
