Two Parks Selected in Jinan’s 2025 Industrial Internet Zone List

The Jinan Municipal Bureau of Industry and Information Technology today released the official list of the city’s 2025 Industrial Internet Parks. Two major hubs — Qilu Software Park in Jinan High-Tech Zone and Huaiyin Economic Development Zone — have been selected as leading demonstration areas.

The announcement is part of the city’s efforts to implement the “Empowering Quancheng” Action Plan for Accelerating Industrial Internet Innovation (2023–2025). The initiative aims to foster a cluster of industrial internet zones to drive the digital transformation of enterprises, particularly small and medium-sized businesses. The selection process involved enterprise applications, district-level recommendations, expert evaluations, and public review before final confirmation.

Qilu Software Park: From Farmland to Digital Highlands

Established in 1995, Qilu Software Park has transformed from a barren site into one of China’s most dynamic technology hubs. Initially recognized as a National Torch Software Industry Base, the park has evolved through nearly three decades of expansion and innovation.

Once home to only a handful of software developers, it now houses nearly 20,000 software and IT enterprises, with strongholds in big data, artificial intelligence, integrated circuits, and IT application innovation. It has built more than 300 industry-specific towers and serves as a key growth engine for Shandong’s digital economy.

Qilu Software Park has also positioned itself as an international technology hub, fostering partnerships with countries such as India, Israel, and Germany. It continues to attract unicorn firms, research institutes, and high-end talent, and is now advancing into frontier areas including embodied AI and smart manufacturing.

Huaiyin Economic Development Zone: Building a Semiconductor Stronghold

The Huaiyin Economic Development Zone, located in western Jinan, has rapidly grown into a strategic base for next-generation industries. It has established a “one city, two zones, three parks” framework — including an ecological tech city, a headquarters economy zone, and specialized industrial parks in 3D printing, intelligent manufacturing, and wide-bandgap semiconductors.

Recent years have seen remarkable growth: in the first half of 2025, industrial output above designated scale rose by 23.4% year-on-year, while foreign investment increased by 66.5%. The zone has attracted 15 high-value projects in sectors ranging from semiconductors to medical technology.

At its core lies the Wide-Bandgap Semiconductor Industry Town, designed as a national leader in advanced semiconductor R&D and manufacturing. With research institutes, standardized factories, and incubation bases, the zone is building an integrated ecosystem covering innovation, production, and urban living.

Driving Digital Transformation

The recognition of Qilu Software Park and Huaiyin Economic Development Zone underscores Jinan’s ambition to become a national industrial internet innovation highland. The city has already built over 57,000 5G base stations, operates 11 national-level identification and resolution nodes, and hosts 7 national-level industrial internet platforms.

Officials emphasize that the two selected parks will serve as model zones, accelerating the integration of digital technologies into manufacturing, optimizing industrial chains, and strengthening Jinan’s position as a leader in the digital economy.
