Jinan has taken a decisive step toward becoming a national leader in China’s fast-emerging low-altitude economy with the official establishment of two major industry alliances and the opening of the city’s first international low-altitude industry and general aviation exhibition. These initiatives, unveiled during the 20th China International Logistics Festival and the 22nd China International Transport & Logistics Expo, mark a new chapter for Jinan’s role in shaping the country’s low-altitude industrial landscape.
At the 2025 Global Logistics Forum and Low-Altitude Economy Development Conference, Jinan announced the formation of the Jinan Low-Altitude Economy Industry Alliance, guided by the city’s Aerospace Information (Low-Altitude Economy) Industry Development Office. The alliance brings together state-owned enterprises such as Jinan Energy Group and Jinan Low-Altitude Economy Development Co., alongside leading research institutions including Shandong University, the Chinese Aeronautics and Astronautics Information University, and the Shandong Institute of Standardization. Industry leaders such as AVIC Jinan Special Structure Research Institute, Shandong Quantum Radar Technology Co., and Shensi Electronics have also joined.
The alliance aims to create a collaborative ecosystem integrating government, enterprises, research, and talent. Its goals are to serve as a driver for application scenarios, a think tank for policy-making, an accelerator for business growth, and a hub for high-level talent attraction.
In parallel, the Jinan Aerospace Information (Low-Altitude Economy) Industry Alliance, spearheaded by Jinan Industrial Investment Holding Group (Gongkong Group), was also launched. This alliance involves enterprises across the aerospace and satellite sectors, such as Tianbing Technology, Deep Blue Aerospace, Galactic Energy, and Micro-Entropy Technology. It will focus on strengthening technology innovation, building benchmark enterprises along the value chain, and creating a resilient, forward-looking industrial ecosystem.
Complementing these strategic alliances, the first Jinan International Low-Altitude Industry and General Aviation Exhibition opened today at the Yellow River International Convention and Exhibition Center. Running through September 12, the event is expected to attract more than 32,000 professional attendees and over 300 enterprises. The expo serves as a high-level platform for industrial showcase, technology exchange, project cooperation, and investment matchmaking.
Jinan’s rapid ascent in the low-altitude economy aligns with Shandong Province’s Three-Year Action Plan for High-Quality Development of the Low-Altitude Economy (2025–2027), which identifies Jinan and Qingdao as dual strategic hubs. With its “1+3+5+N” development framework, Jinan has already achieved breakthroughs in drone logistics, aerial medical services, and low-altitude tourism. The city now hosts a growing cluster of enterprises and has become a pioneer zone for low-altitude innovation nationwide.
The expo highlights include the Low-Altitude Industry Investment Matchmaking Forum, the release of new industrial achievements, and scenario-based demonstrations covering unmanned aerial vehicles, infrastructure, operational services, and manufacturing.
Speaking at the logistics festival’s opening, senior national leaders emphasized the global restructuring of supply chains and the critical role of logistics and low-altitude innovation in driving China’s high-quality development. The launch of the Global Logistics Supply Chain Ecosystem Alliance and the debut of Shandong Port’s “Land-Sea Interconnectivity” digital platforms further underline the event’s innovation-driven agenda.
Industry experts note that 2024 marked the “first year” of China’s low-altitude economy, with major advances in regulatory frameworks, infrastructure, and equipment manufacturing. Looking ahead, 2025 is set to accelerate the development of eVTOL aircraft, low-altitude smart networks, and integrated industrial ecosystems.
With dual alliances, a world-class expo, and provincial and national policy support, Jinan is now positioning itself as a key national growth pole for the low-altitude economy, accelerating the integration of logistics, aviation, and digital infrastructure, and opening new pathways for China’s modernization.
